Ned's parents aren't really relevant. They were there for a little, then they weren't, then he was delivered to the seediest parts of New Capenna's underbelly. They fell in quick with a little gang of fellow street urchins, and actually made quite a little name for himself doing various small-time-crime like pickpocketing and burglary. The group of riff-raff orphans were his family, and as Ned grew, they became more; they were people he was responsible for. Without knowing it, hardly, he rose to be a leader in their little circle, and he was fair and just as he could be; making sure everyone had and gave their fair share both.
And it would've been just fine if they would've just stayed like that, forever. But hubris, bigger fish, blah blah blah. Sooner rather than later, he began to get feelers in with the crime families in the city, and it was more profitable doing small jobs for the Maestros or whatever than relying on the heavy lining in the pockets that they crossed.
It's just that then, the Cabarettis hired him to take a pretty important item from the Maestros, which he did, only then the Brokers wanted him to plant some evidence to pin a crime back on the Cabarettis, which he also did. The families' loyalty mattered absolutely nothing to him; he was trying to make ends meet, and that's it. It's just when they started to find out (and they did, in fact, start to find out rather quickly, he wasn't good at this, exactly,) they found it easier to blame the bottom rung. Suddenly, he wasn't getting jobs anymore, and Ned heard some pretty solid rumors of people being encouraged to put down a small problem.
Well. They couldn't have any of that. He lay low, until he was presented from the school an opportunity to use all those little magic tricks he'd thought were just a fun bonus for actual good. Ned felt terrible leaving his kids, he really did, but it was that or perish, so of course he chose Strixhaven. He has every intention of returning to the city once the heat has died down, but needs must.

Ned's tall and thin, by halfling standards anyway, and carries himself like a much taller person. He hasn't quite learned yet how to blend in a college setting and still wears the same rotting finery he wore in New Capenna, often aged suits with a fancy hat hiding a flop of messy hair. He has the tendency to look a little rough, like he's never quite getting enough sleep or food, but that's just honest living, he'll say. His accent is distinctive and lilting, something like Cockney but a little gentler.
